The 2nd US Circuit Court of Appeals in New York issued a two-page order Wednesday, saying Guo Wengui will remain behind bars as ordered by a judge in a lower court.
The President was to be chosen by electors selected as the legislatures of the states might determine, and the judges of the federal courts, supreme and inferior, by the President and the Senate.
The legislature could decide how many judges would sit on the Supreme Court. The president would appoint the judges. The legislature could establish lower courts from time to time. The president would appoint those judges, too.
